Building energy performace certificates

The building energy performance certificate (PENB) provides in clear form the most important information concerning the energy consumption of the building, both total and partial energy consumption for heating, ventilation, water heating, lighting and other factors, if included. It also contains information about the quality of envelope (cooled) structures of the building. This makes it possible to provide a quick overview of the costs of energy operation of the building under standardized conditions or select areas with the greatest potential for energy savings. The building energy performance certificate is thus valuable information not only for those interested in buying or renting a property, but also for existing owners or sellers, because energy-efficient buildings are becoming very popular. The building energy performance certificate is prepared in accordance with Act No. 406/2000 Coll., On Energy Management, as amended (last amendment No. 318/2012 Coll.), and Implementing Decree No. 78/2013 Coll., On Energy Performance of Buildings.

The certificate must be prepared in the following cases:

  •          construction of new buildings;
  •          major changes in completed buildings (over 25% of the building envelope area);
  •          sale or lease of buildings or their parts.

The energy performance certificate must also be prepared (and made accessible in a public place) for buildings owned by public authorities or bodies established by such authorities.

By contrast, the certificate does not need to be prepared for buildings with energy reference area1 up to 50 m2, buildings for family recreation, in cases of inheritance, gift or divorce (transfer to one of the spouses), for buildings used for religious purposes (e.g. churches, chapels, etc.), and for industrial and agricultural buildings with annual energy consumption not exceeding 700 GJ.

The certificate is issued for 10 years, and it includes a protocol with a graphic appendix showing the classification class (A to G).
